The Multi-faith ACTION Coalition has reviewed legislation to reform our state's laws regarding the treatment of people who are incarcerated and these 3 bills have our endorsement and need your support to urge the Governor to sign them. The bills listed here we believe follow our faith teachings and promote fairness and equity.
SB 81 (Skinner) Judicial Guidance on Sentence Enhancements – would, with exceptions, require a court to dismiss an enhancement in specified circumstances unless overcome by clear and convincing evidence that dismissal of the enhancement would endanger public safety. Sentence enhancements have disproportionally affected black and brown defendants, contributing to the mass incarceration of people of color. This bill advances racial equality in the criminal justice system.
SB 483 (Allen) Repeal Ineffective Sentence Enhancements (RISE) Act – would retroactively eliminate two sentence enhancements for people currently held in prisons and jails, ensuring that no one is serving time based on an enhancement that the Legislature has deemed unfair and ineffective. Sentence enhancements have disproportionally affected black and brown defendants. Our faiths teach that people of all races must be treated equally -- this bill advances racial equality in the criminal justice system.
AB 292 (Stone) -- would remove barriers to programming in prisons such as long waitlists, frequent transfers, and inflexible work schedules that conflict with program availability, while also ensuring that programming continues during lockdowns. The bill also seeks to offer more Good Conduct credits to prisoners.
